Legislative Accomplishments

Since taking his seat in the House of Representatives, Mike has worked hard in Springfield and at home to represent the interests of the people of McHenry and Kane Counties. His ability to listen and work with others has resulted in substantial legislative accomplishments over the last seven years. Just a few of these accomplishments include:

  • Securing more than $143 million for transportation improvements his legislative district
  • Saving taxpayers millions through a revised tax cap law
  • Voting against the 66% income tax increase
  • Never voting for an unbalanced budget
  • Increasing government accountability through transparency in spending laws
  • Improving public safety through groundwater protection laws

Representative Tryon currently serves on the following House committees:

Environment & Energy (Republican Spokesperson); Small Business Empowerment & Workforce Development (Republican Spokesperson); Mass Transit; Telecommunications; Executive; Health Care Availability Access; Environmental Health; Health & Healthcare Disparities.

During the 2011 Legislative Session, Representative Tryon served as chief sponsor for the following bills which are now Illinois Public Acts:

HB173: US AIR FORCE PLATES: Provides for issuance of Air Force Veteran license plates at an additional original issuance fee of $20.

HB308: WATER WELL CLOSED LOOP SYSTEMS: Protects the quality of groundwater in Illinois by providing regulation of the installation of geothermal heat pump systems.  The construction of these systems can impact nearby septic systems and water wells, creating a risk to the water supply. Twenty-nine other states protect their groundwater by providing some form of registration or licensure of closed loop well contractors.

HB2777: SAFETY TECH: Amends the Drycleaner Environmental Response Trust Act by authorizing the payment of license fees by credit card or business check. It also decreases the civil penalties that must be paid for failing to timely submit the required license fees.

HB3102: MUNI CD PROP LEGAL DESCRIPTION: Provides that municipal notices concerning annexation, special uses, variations, or specified zoning hearings need not include the technical language of land surveyors as long as the notice contains a common street address or addresses and the property pin number or numbers of all the parcels of real property contained in the territory to be annexed.

HB0035: CMS-ACCOUNTABILITY PORTAL

In an effort to end political corruption in Illinois, Representative Tryon took the lead by sponsoring one of the country’s most comprehensive government transparency bills. The bill, which addresses the “pay-to-play” culture which has become all too prevalent in Illinois, increases transparency in government be establishing a website that residents can visit and easily look up all state contracts and government expenditures including employee salaries and tax credits given to businesses. The information is available on line through a searchable and user-friendly database.

HB0163: PREVAILING WAGE-NOTICE

This new law saves taxpayers money by allowing units of government to post prevailing wage notices on the Internet rather than having to take out expensive, large newspaper ads. This public act should save units of governments thousands of dollars.

HB0170: PRIV SEWAGE/EPA-SRFCE DSCHRG

This new law protects public health by improving surface water quality. Whereas in the past partially-treated waste water discharge was allowed for residential property owners in Illinois, this new law puts in place a permit system that controls waste water discharge. Through this act, by 2013 Illinois will be in compliance with the federal Clean Water Act.

HB1142: MODULAR HOUSING BUYER PROTECT

In response to a request by a constituent in McHenry County, Representative Tryon lead this effort to provide modular home buyers a process by which they could appeal or arbitrate the installation of sub-standard quality modular homes.

HB1911: TRANSPORTATION-TECH

This new law improves the quality of life for Illinois residents by providing counties with a mechanism for completing road improvements in a much timelier manner. Through this public act, county boards may lend the Illinois Department of Transportation money for road improvements which would allow roads to be built or improved sooner and at possibly lower interest rates.

HB3787: VEH CD-MILITARY-SCHOOL BUS

This public act protects those who drive school buses and who are called to active duty in the military. In the past, individuals who were deployed to active military duty would lose their bus driving permit and not be able to drive a bus for a year if they were not available to complete the mandatory annual refresher course. Through this law service men and women can immediately apply for their new permit upon their return.

HB4035: ST PROCUREMENT-GREEN SUPPLIES

With the adoption of this bill, Illinois becomes a role model for environmental protection. Through this act, State agencies are encouraged to purchase and use environmentally preferable supplies and services as long as those supplies/services to not cost more than 10 percent more than non-environmentally preferred supplies and services.

HB4212: MILITARY-VETERANS COURT ACT

This law creates a veterans court and helps service men and women who have been properly diagnosed with Post Traumatic Stress Syndrome. Through this public act, veterans can be adjudicated in a special court for non-violent offences and offered a therapeutic sentence rather than a criminal sentence for their non-violent offenses.

HB4758: CNTY CD-ENERGY IMPROVEMENTS

In an effort to increase the use of renewable energy sources in Illinois, this law authorizes counties to enter into voluntary agreements with the owners of property within the unincorporated areas of the county to help finance the installation of renewable energy sources such as solar panels and windmills.
